dccp: fool proof ccid_hc_[rt]x_parse_options() [Linux 5.0]

dccp: fool proof ccid_hc_[rt]x_parse_options()

Similarly to commit 276bdb82dedb ("dccp: check ccid before dereferencing")
it is wise to test for a NULL ccid.
