drm/msm/dsi: Move setup_encoder to modeset_init [Linux 5.3]

This Linux kernel change "drm/msm/dsi: Move setup_encoder to modeset_init" is included in the Linux 5.3 release. This change is authored by Sean Paul <seanpaul [at] chromium.org> on Mon Jun 17 16:12:58 2019 -0400. The commit for this change in Linux stable tree is 03436e3 (patch).

drm/msm/dsi: Move setup_encoder to modeset_init

Now that the panel probe/setup is in the modeset path, we can call
dsi_manager_setup_encoder() in a common place for both internal and
external bridge setups.
